Recently, used clothing recycling bins in Northeim District (Landkreis Northeim) in Lower Saxony, Germany, have frequently been overflowing, with discarded clothing piled up around them, sparking dissatisfaction among local residents. The Social Democratic Party (SPD) parliamentary group in the district council has submitted an inquiry to the district government, demanding a "situation report" (Lagebild) to identify which collection points have the most serious problems and to reassess whether additional containers are needed or the locations should be adjusted.

Group chairman Uwe Schwarz explained that they had already submitted a related motion in February this year, after which the district government, in cooperation with the commissioned waste disposal company, took measures such as adjusting collection frequency, which temporarily brought noticeable improvement. However, recent feedback from townships and media reports show that loading volumes at some locations have once again reached saturation, and littering has resurfaced. Schwarz called for continuous follow-up so that timely intervention can be made when conditions allow.

The SPD has now raised a series of specific questions to the district administration: which sites still have unresolved long-standing problems, whether the annual total recycling volume has changed, whether the current dynamic collection frequency is sufficient to meet peak-season demand, and how to ease the burden on individual sites by adding or reducing collection points and optimizing deployment.

Adrian Kühn of the party, who is also a member of the district waste management committee, acknowledged that the industry as a whole is currently facing objective difficulties, including the withdrawal of a large number of private recyclers, weak prices in the used textile market, and growing consumption driven by fast fashion. Against this backdrop, the federal and EU levels have begun planning to implement an "Extended Producer Responsibility" (EPR) system, which is estimated to take considerable time to come into effect. During the transition period, the district waste company needs to work with service providers to maintain the smooth operation of the existing recycling system as much as possible and minimize the impact on residents' lives and the environment.
