On September 12, Liaoyuan City in Jilin Province held the "Low-Carbon Liaoyuan · Old Clothes, Old Love" waste textile recycling community outreach event at Dongfang Square, marking the official launch of the local waste textile recycling project. The event was jointly promoted by the Liaoyuan Municipal Government, the Jilin Provincial Supply and Marketing Cooperative, and Zhejiang Hengyi Group, with the specific operator being Jilin Provincial Renewable Resources Group, a wholly-owned enterprise of the provincial supply and marketing cooperative.
The site was divided into functional areas, with staff responsible for registration, weighing, and settlement, and explaining recycling standards and subsequent disposal processes to residents. Residents who handed in old clothes could receive cash on the spot and also get eco-friendly gifts. Some residents mentioned that idle old clothes pile up at home year after year, taking up space, and throwing them away casually raises concerns about environmental pollution. This paid recycling method, with dedicated staff at collection points and transparent pricing, precisely solves their practical troubles.
According to the organizers, the project focuses on "convenience, paid service, and compliance." Relying on the formal qualifications of the Renewable Resources Group, it establishes a traceable standardized system for recycled textiles to dispel residents' concerns about where their old clothes go. This is also a government-enterprise collaboration attempt by the local government to promote low-carbon community construction and improve the renewable resource recycling network.
For the old clothes recycling industry, the highlight of this project lies in the linkage model between local government, the supply and marketing cooperative system, and a leading chemical fiber enterprise: the supply and marketing cooperative system provides channels and formal qualifications, while the chemical fiber enterprise has downstream regeneration and utilization capabilities. The recycled waste textiles are expected to enter the regenerated fiber industry chain. This "government-enterprise collaboration + full-chain traceability" implementation approach may provide a reference for other cities to promote similar paid recycling.
