The General Office of the Guizhou Provincial People's Government recently issued the Guiding Opinions on Promoting the High-Quality Development of the Textile and Apparel Industry, setting a clear timetable and quantified goals for this traditional pillar industry and important livelihood industry: by the end of 2030, the province's total textile and apparel industry output value will double compared with the end of the 14th Five-Year Plan period, strive to form 1-2 ten-billion-yuan-level cluster zones, cultivate a number of two-billion-yuan-level and one-billion-yuan-level leading backbone enterprises, and reach an employment capacity of about 200,000 people.
In terms of spatial layout, the opinions clearly support Bijie City and Gui'an New Area in leveraging their industrial foundation advantages to build full-industry-chain cluster zones. Bijie will concentrate project layout in Qixingguan District, Nayong County, Dafang County and other places, promoting the integrated development of textile fibers, weaving and dyeing, fabric processing, and garment manufacturing; Gui'an New Area will focus on expanding the scale of fabrics, garments, footwear and other industries. Other regions will take the path of extending and supplementing the chain and differentiated development—Panzhou City in Liupanshui will cultivate the coal-to-textile chemical fiber industry, while Duyun in Qiannan, Sansui in Qiandongnan, Anlong in Qianxinan, and Dejiang in Tongren will respectively develop underwear and apparel, sportswear, down processing, and footwear and sock processing, forming a distinctive and complementary intensive pattern.
At the industrial chain level, the opinions propose to shore up shortcomings in printing and dyeing, and build printing and dyeing projects that meet ecological and environmental protection requirements to high standards; accelerate coal-to-textile chemical fiber projects, develop duck and goose breeding and deep processing of raw wool, expand mulberry planting and silkworm rearing and silk processing, and cultivate high-performance fibers, high-end fabrics, high-value-added industrial textiles, and environmentally friendly dyeing and finishing processes. For industrial parks, it is required to improve infrastructure such as roads, water supply and drainage, power supply, heating and gas supply, support the establishment of public service platforms for technology development, achievement incubation, testing, and logistics, and provide supporting services such as sales display, fashion releases, and e-commerce.
Industrial attraction is listed as a key task. The opinions require seizing the opportunity of the state guiding the orderly transfer of the textile industry to the central and western regions, targeting the Yangtze River Delta and Pearl River Delta, and using cooperation models such as "Eastern headquarters + Guizhou base" and "Eastern R&D + Guizhou manufacturing" to undertake projects in yarn and fiber, fabric manufacturing, and finished product manufacturing; at the same time, dynamically compile the "one map and three lists" (industrial chain map and lists of enterprises under construction, under negotiation, and to be attracted) for precise investment attraction, give play to the role of state-owned enterprises, and focus on attracting advantageous brands and full-industry-chain enterprises.
In terms of branding and innovation, enterprises are encouraged to follow the route of "OEM + brand creation," cooperate with design masters and representative inheritors of intangible cultural heritage, tap ethnic cultural resources, and refine traditional costume crafts such as Miao embroidery and batik; support the holding of fashion weeks, fashion festivals, and consumption seasons, participation in domestic and international exhibitions, and connection with cultural and sports events to enhance visibility. On innovation platforms, support the creation of industrial technology engineering centers, technology innovation centers, and enterprise technology centers, and promote digital and intelligent transformation. In terms of talent, implement "order-based" and "targeted" training, and encourage leading backbone enterprises to jointly build training bases with colleges and universities.
Employment, green development, and safety also have specific arrangements: coordinate policies such as stable job refunds, one-time employment absorption subsidies, and entrepreneurship guarantee loans, guide parks, enterprises, and colleges to join the light textile employment training alliance, and provide supporting services such as accommodation, medical care, and education in cluster zones; enterprises must implement the clean production indicator evaluation system, promote green printing and dyeing, circulating water use, and wastewater treatment and reuse, build green factories, and strictly abide by safety production and occupational disease prevention regulations.
Safeguard measures include coordinated advancement by the provincial new industrialization special group, giving play to the guiding role of provincial special funds and industrial funds, innovating financial products, and making good use of centralized procurement to support enterprises in expanding sales of professional wear, work shoes, school uniforms, etc.; implementing the "5+3" working mechanism for major projects, and strengthening service guarantees for land use, water use, environmental impact assessment, and safety assessment. At the same time, support the establishment of industry social organizations, and give play to the role of associations as bridges and in industry self-discipline.
