Puning City, Guangdong Province, has seen its textile and apparel industry scale reach 143.1 billion yuan this year, up 7.9% year-on-year. Local official information shows that Puning has more than 7,000 textile and apparel enterprises, forming the largest and most complete textile and apparel industrial system among county-level areas nationwide, and holds titles such as "China Textile Industry Base City" and "National Foreign Trade Transformation and Upgrading Base (Underwear)", and has been selected as one of Guangdong Province's first batch of "Cross-border E-commerce + Textile and Apparel Industrial Belt" pilots. "Four out of every 10 pieces of underwear in China are produced in Puning" is the most frequently cited summary locally.

In terms of policy and financial support, Puning, guided by the "Double Have, Double Heart" and "Double Recruitment, Double Introduction" projects, has introduced measures such as the "Green Card" service system for industrial enterprises above designated size, assigning dedicated liaisons to such enterprises and providing support across multiple dimensions from funding support and talent recruitment to government services. Since 2025, the city has signed 135 projects with a planned total investment of approximately 22.595 billion yuan, including 35 textile and apparel projects with a planned investment of 2.987 billion yuan. In terms of financing, relying on chamber of commerce resources, the local government has jointly built a financial empowerment platform with 9 financial institutions and established a tiered and categorized credit support system; from 2025 to April 2026, it has facilitated bank institutions in issuing 2.455 billion yuan in loans to 442 textile and apparel enterprises, with the industry's loan balance at 3.810 billion yuan. In cost reduction, the industrial gas price at the textile printing and dyeing environmental comprehensive treatment center has been reduced to 3.8 yuan/cubic meter. In terms of parks and platforms, Puning has built a "one main, three auxiliary" layout consisting of the Jieyang Puning Industrial Park and the Textile Printing and Dyeing Environmental Comprehensive Treatment Center, Puning Science and Technology Industrial Park, and the Eastern Textile and Apparel City, with an overall planned area of 44,844 mu. In terms of technological transformation, from 2023 to 2025, 23 projects in Puning received provincial subsidies of 67.6734 million yuan. Taking Chengfa Garment as an example, after introducing an intelligent cutting system, order processing time was compressed from 1–2 days to 1–2 hours. At present, there are 43 high-tech enterprises in textiles and apparel, accounting for 44.8% of the local total. The local government has also joined forces with the Jieyang campus of Guangdong University of Technology and Rongjiang Laboratory to tackle technical barriers in high value-added products, and has promoted special matchmaking with Wuyi University to accelerate the commercialization of laboratory results.

In terms of branding and going global, Puning is advancing the "Four Famous" project of famous teachers, famous brands, famous enterprises, and famous parks, and has cultivated local brands such as "Mingshu" and "Leiwoer"; in 2025, it appeared for the first time as the "Puning Exhibition Delegation" at the China International Fashion Fair. The annual transaction volume of cross-border e-commerce reached 152.789 billion yuan, and express delivery volume exceeded 2.81 billion pieces. The e-commerce transaction volume of Chiwei Subdistrict alone is estimated at more than 45 billion yuan. Industry associations organize enterprises to exhibit collectively under the "Puning Clothing Global" label, and in the past 3 years have organized more than 300 enterprises to participate in 17 domestic and international exhibitions such as the Canton Fair and the Fashion Fair.
