To promote the recycling and reuse of second-hand clothing, the Caotun Township Office in Nantou County, Taiwan, has set up multiple old clothes recycling bins around the township. However, recent inspections by the cleaning team found that the abuse of these bins is quite serious — facilities originally intended for resource regeneration have instead become a source of environmental blight.
According to observations by the Caotun Township cleaning team, there are two main types of problems. First, some residents treat the old clothes recycling bins as "24-hour trash cans," casually dumping household garbage into them. Second, some people pull out the old clothes already placed in the bins, pick through them, and take them away. These behaviors not only leave the areas around the collection points dirty and messy, but also contaminate clothing that was originally clean and reusable, increasing the difficulty of subsequent recycling and processing.
Currently, there are 56 old clothes collection points in Caotun Township, with the actual number adjusted according to usage. Faced with the abuse problem, the Caotun Township Office has begun establishing a real-time reporting channel and strengthening warning signs and law enforcement evidence collection, hoping to curb violations.
The Caotun Township cleaning team also reminds residents that if they encounter a full recycling bin, they should hand their clothes to the recycling truck instead of piling them directly beside the bin, to avoid encouraging more people to follow suit and dump items randomly, further causing environmental blight. The cleaning team calls on everyone to follow the recycling rules so that old clothes can be properly reused and this good intention can continue.
This case reflects a common challenge faced by old clothes recycling systems at the front-end collection stage: once recycling bins lack management and timely collection, they may be misused as garbage drop-off points, which instead raises the cost of sorting and reuse. For the old clothes recycling industry, the management mechanism of community collection points, collection frequency, and public education remain key factors determining the quality of recyclables.
