Guizhou's textile and apparel industry accelerated in the first half of 2026: province-wide textile and apparel investment rose 116.9% year-on-year, and value-added of above-scale textile manufacturing grew 32.2%. Eleven industry leaders including Metersbonwe, Li-Ning and Sanxing Down settled in, with total investment of about RMB 2.3 billion. Guizhou is trying to leverage a triple endowment of climate, labor and raw materials, combined with a state-capital backstop mechanism, to shift from the "periphery" of the textile industry to a "strategic stronghold."
Key Points
- In H1 2026, Guizhou's textile and apparel investment rose 116.9% year-on-year, above-scale textile value-added grew 32.2%, and 11 leading firms settled in with total investment of about RMB 2.3 billion.
- The Metersbonwe project was registered on January 30, 2026, and its first production line began trial production on March 9, completing sign-to-production in 40 days; the Guizhou Provincial Agricultural and Rural Modernization Development Fund took a 39% equity stake.
- Guizhou aims to form 1–2 textile and apparel clusters worth over RMB 10 billion each by 2030, and Bijie plans to train 6,000 sewing machine operators for the year.
A Triple Endowment Being Repriced
In the competition to take over the "east-to-west textile shift," Guizhou is not offering a single low-cost advantage. Average summer temperatures of no more than 25°C directly affect yarn breakage rates and workshop cooling energy consumption, accumulating into a cost gap in year-round uninterrupted production; among more than 6 million migrant workers, a considerable share have long worked as skilled sewing operators or even management backbones in textile factories in Zhejiang, Fujian and Guangdong, with both the willingness to return home and technical reserves in place; and Liupanshui's abundant coal resources offer the possibility of local raw materials for coal-based textile chemical fibers, broadening room for vertical integration of the industrial chain.
A New Investment Promotion Paradigm Backed by State Capital
Metersbonwe Chairman Zhou Chengjian had previously pictured Guizhou as "remote mountain country," and made the decision after six visits to the province. What convinced him was not any single preferential policy: the Dafang Economic Development Zone revitalized six standardized factory buildings, set up a dedicated light textile task force, and mobilized more than 20 departments to provide on-the-ground services, enabling the project to go from registration to trial production in 40 days. At the capital level, the Guizhou Provincial Agricultural and Rural Modernization Development Fund took a 39% equity stake in the project, using state capital to backstop the risk of the company's landing. Guizhou Textile Industry Development Group has laid out a "1+9" network of ten industrial bases in Gui'an, Duyun, Sansui and Dafang, respectively targeting an intelligent manufacturing headquarters, brand manufacturing, down products and garment intelligent manufacturing, forming differentiated coordination. The logic is to turn industrial transfer into industrial co-building.
The Hardest Hurdle in the Start-Up Phase Is Training People
Equipment and factory buildings can be put in place quickly; industrial workers cannot. At the early stage of production at the Meibang Dafang factory, the turnover rate once reached 50%, with most people leaving within 40 days of joining: newcomers have a guaranteed minimum wage of RMB 3,650 in their first month, but once the protection period ends, piece-rate wages may plunge to a few hundred yuan—a skilled worker can complete more than 600 pieces a day, while a novice does only about 100. Guizhou's response has three layers: at the practical training level, Meibang upgraded its training classroom into a training workshop that can accommodate 300 to 500 people at once, and Bijie opens classes according to corporate technical standards, with an estimated 6,000 person-times trained for the year; at the return-flow level, returning certified skilled workers who hold stable employment for more than three months receive a monthly subsidy of RMB 300, and the employment department of Dafang County travels to Zhejiang, Fujian and Guangdong to hold discussions with Guizhou-born workers; at the education level, more than 20 vocational colleges in Bijie run joint programs with textile enterprises, and universities such as Guizhou Minzu University are exploring interdisciplinary training in "ethnic culture + fashion design."
From an OEM Base to a Brand Ceiling
Guizhou's 18 long-settled ethnic groups have the largest number of national-level intangible cultural heritage representative textile projects in the country, and Miao embroidery, batik and brocade are still living traditions in village communities. The Guizhou Textile Group's "Qianjin" brand appeared at Milan Fashion Week with Miao embroidery and brocade, and its 10 co-branded collections drew attention from merchants in Italy, Russia, the UK and other countries; the Miao embroidery and batik products of the Zhijin Ewen·China Craft Workshop digital base generated revenue of more than RMB 1 million in 2025. Guizhou's "Guiding Opinions on Promoting the High-Quality Development of the Textile and Apparel Industry" encourages enterprises to adopt a "private-label OEM + brand creation" model and to form 1–2 clusters worth over RMB 10 billion each by 2030. For the used-clothing trade and the textile industrial chain, this means that in the upstream garment supply landscape for domestic second-hand clothing, the central and western regions are becoming a new variable that cannot be ignored.
