Hebei Province's Gaobeidian Bonded Logistics Center (Type B) has completed its first feed-processing garment export business in 2026. A batch of locally produced Baoding garments worth 2.9 million yuan cleared customs through the center and was shipped from Shanghai's Yangshan Port to the United States. This is the center's first feed-processing garment export since it began closed-door operations on April 28, 2026, marking the start of Baoding textile and garment enterprises using the bonded platform to connect directly with international markets.

How the first order was handled
According to Zhang Yaobin, head of the Gaobeidian Bonded Logistics Center, the garments were produced by a local enterprise under the feed-processing model. Once the goods entered the bonded center, export declaration was completed, and after inspection and release at the center, they were transported by road directly to Yangshan Port for loading. The enterprise said that in the past, feed-processing exports required procedures back and forth between the port and the local area, but now they can be completed in one stop at the bonded center, significantly reducing logistics and time costs.

Policy benefits: tax refund upon entering the zone, processing trade manuals can be verified and closed
The Bonded Logistics Center (Type B) enjoys policies such as bonded treatment for overseas goods entering the zone and tax refunds for domestic goods entering the zone. It can conduct bonded warehousing, simple processing, international distribution, and entrepot trade. For feed-processing enterprises, finished products entering the center are deemed exported, allowing them to directly verify and close processing trade manuals and apply for tax refunds. Downstream enterprises can purchase raw materials from the center on a bonded basis and continue production, enabling upstream and downstream manual linkage and deferred tax payments, shortening the capital turnover cycle across the industrial chain. Liu Bin, chief of the Second Comprehensive Business Section of Baoding Customs, said customs will continue policy outreach and use smart supervision measures such as integrated declaration and intelligent gates to ensure efficient cargo flow.

Location and industrial base
Phase I of the center covers an operating area of 47,000 square meters, with 51,500 square meters of bonded warehousing and total investment of 430 million yuan. It is about 19 kilometers from Beijing Daxing International Airport and about 130 kilometers from Tianjin Port, with the Beijing-Xiong'an Expressway and the Capital Ring Expressway nearby, offering good road-rail-air multimodal transport conditions. Baoding's textile and garment industry has growing export-oriented demand. After the Gaobeidian Type B bonded center began operations, local processing trade enterprises can handle manual verification and tax refunds nearby, giving practical support to the local export pattern of "Baoding goods, Baoding consolidation, Baoding transport, Hebei export."
