The Kanding Village office in Tamsui District, New Taipei City, co-hosted an old clothes upcycling event with Tamsui Community College, aiming to promote resource sustainability and the circular economy. Lin Hui-wen, founder of the "Old Fashion Upcycling Promotion Community," was invited as the instructor, leading community residents to use basic cutting and sewing techniques to transform second-hand clothes from their homes into garments for children, dolls, or pets.

Kanding Village chief Wu Ting-yueh said the old clothes recycling and upcycling course focused primarily on clothing for children and pets, hoping to achieve environmental recycling and reuse. He noted that many households have accumulated second-hand clothes no longer worn, and by co-hosting this event with Tamsui Community College, idle resources could be fully utilized and old clothes could regain their value.

The event received project funding from the Net Zero Center of the New Taipei City Environmental Protection Department. The organizers described it as a concrete action by the public sector and local communities working together to promote net-zero carbon emissions and sustainable development. Under Lin Hui-wen's guidance, participants transformed T-shirts that might otherwise have been discarded into finished products such as children's onesies, children's skirts, and pet clothing.

Wu Ting-yueh hopes to continue offering similar environmental courses in the future, so that the concept of resource sustainability can take root in the community and inspire residents to practice low-carbon living together.

For the old clothes industry, this type of community-based upcycling course represents a grassroots practice of end-stage reuse. It is not directly connected to the second-hand clothing export or sorting industry chain, but it reflects another destination for old clothes on the consumer end and offers a reference for community cooperation models for those interested in deepening the local recycling and reuse market.
