At the Red Cross clothing donation bin on Lortzing Street in Bad Waldsee, Baden-Württemberg, Germany, large piles of bags filled with clothing and garbage have once again accumulated in recent days. Although the bin is full, some residents have continued to place new bags beside it over the past few days; some bags have been torn open, and clothing and other waste are scattered around the container.
The city government has issued an urgent appeal, asking residents not to pile clothing bags next to full donation bins, but instead to use other disposal channels or wait until the bins are emptied. It also made clear that the clothing donation bins only accept clean clothing that is still wearable; textiles that are contaminated, severely damaged, or no longer wearable must be disposed of separately through waste disposal channels.
Mayor Matthias Henne said it is disappointing to have to repeatedly remind people about the same issue. Bags piled next to full bins not only damage the cityscape but also place an extra burden on the staff responsible for subsequent cleanup. However, he also stressed that this is the improper behavior of only a very small number of residents, and that the vast majority of people use the disposal facilities responsibly. The city government expresses its thanks for this, and also thanks the employees of the building yard and municipal gardening department for their daily efforts to keep the city clean.
The city government pointed out that, as with public facilities such as the outdoor pool, the lakeside promenade, and Tannenbühl, residents generally show an awareness of protecting the public environment in their daily lives. This mutual cooperation is an important part of the community's good coexistence, which makes the behavior of a few individuals who litter waste all the more unpleasant.
Illegal waste disposal—including placing clothing bags next to overflowing donation bins—is not a trivial matter and may result in regulatory offense proceedings and high fines. The city government also mentioned that, against the backdrop of increasingly easily available cheap mass-produced clothing, the operation of clothing donation bins is already under economic pressure; waste dumped at will increases the operator's additional work and costs, and in the worst case could lead to a reduction in donation bin locations or even the complete abandonment of clothing collection services.
The city government hopes residents will help monitor the situation: if anyone is seen dumping garbage or clothing bags next to the donation bins, they can provide information to the city government or the police, so that violations can be better investigated and the area around the donation bins can be kept clean in the long term.
