Jieyang, Guangdong recently issued the "Jieyang Action Plan for Promoting the Renewal and Upgrading of the Textile and Apparel Industry (2026-2030)," rolling out systematic pro-enterprise measures covering supply chain reinforcement, enterprise cultivation, innovation-driven development, brand building, digital-intelligent empowerment, and factor guarantees, to push this traditional advantageous industry toward high-end, intelligent, and branded transformation.
The upstream of the industrial chain is the focus of this supply chain reinforcement. The plan proposes targeted investment attraction for key materials, focusing on polyester chemical fiber leaders, and laying out projects of 600,000 tons/year or more of polymerization and spinning and 200,000 tons/year or more of polyester staple fiber, to alleviate the shortage of raw material supply.
In terms of tiered enterprise cultivation, Jieyang will establish a cultivation database and target list for high-tech enterprises and specialized and innovative enterprises, implementing categorized guidance and one-on-one assistance, with the goal of newly recognizing 45 provincial-level specialized and innovative and innovative small and medium-sized enterprises by 2030.
The construction of innovation platforms is advancing in parallel. Phase I of the Puning Textile and Apparel Industry Innovation Center is planned to be completed and put into use in 2027, striving to become a leading industrial innovation center in the province and a benchmark in eastern Guangdong by 2030. The plan also proposes forming an expert think tank through a "open competition to select the best" mechanism, organizing technical research around directions such as collar shaping processes, multifunctional fabric R&D, and full-process intelligent manufacturing of apparel.
Brand building is listed as a lever to enhance industrial discourse power. Jieyang plans to compile a three-year regional brand development plan, investing more than 60 million yuan over three years, to promote the Puning shirt, T-shirt, and underwear industrial clusters to apply for national-level distinctive industrial clusters of small and medium-sized enterprises; at the same time, it will organize enterprises to participate in exhibitions and conferences, carry out famous brand and famous enterprise selection, hold industry summits and apparel design competitions, and jointly build a fashion design training base with universities. The plan explicitly cracks down on counterfeit and shoddy products, trademark infringement, and counterfeit labeling, and will build an international textile and apparel exhibition and sales center integrating e-commerce livestreaming, product selection and trading, and quality testing.
In terms of digital-intelligent transformation, the plan requires building a digital transformation platform, providing free diagnostic services to enterprises, pushing all industrial enterprises above designated size to reach digital L2 level, creating more than 16 digital benchmark projects, and achieving full coverage of technological transformation for industrial enterprises above designated size.
In response to practical bottlenecks such as financing, land use, energy consumption, and foreign trade, the plan's countermeasures include: implementing pure credit and collateral-free guarantees, with annual guarantee fee rates controlled within 1% and approval time compressed to within 3 working days; optimizing the centralized heating and reclaimed water reuse system of the Puning Printing and Dyeing Park; relying on the general-purpose wharf in the Nanhai Operation Area of Jieyang Port to open routes and improve export customs clearance and tax rebate efficiency; adding more than 3,000 mu of reserved industrial land by the end of 2028, completing "industrial-to-industrial" renovation for 30 enterprises, and building the Puning Apparel Small and Micro Enterprise Smart Manufacturing Park, promoting multi-story standardized factory buildings and flexible land use models.
For textile and apparel export and manufacturing practitioners, the impact of this plan is mainly reflected in three links: upstream chemical fiber raw material supply, printing and dyeing supporting facilities, and digital transformation. As the location of the Puning underwear and shirt industrial clusters, changes in Jieyang's production capacity and export delivery efficiency deserve continuous attention.
