The General Office of the Fuzhou Municipal Government recently issued the "Implementation Plan for the Construction of Fuzhou's Waste Materials Recycling System," proposing to accelerate the building of a national key city for the waste materials recycling system. The plan outlines specific tasks for the next three years covering the recycling network, sorting and processing, industrial layout, and second-hand trading.

In terms of the recycling system, the plan requires a rational layout of recycling stations, strengthened standardized construction of sorting centers, and improved source collection and transfer capacity. By 2025, the city plans to build 1,370 waste materials recycling sites and 40 sorting centers, increase registered renewable resource recycling enterprises to 1,900, cultivate 10 backbone recycling enterprises, achieve a major waste materials recycling volume of 1.4 million tons, and install 731 express packaging waste recycling devices.

Regarding industrial facilities, Fuzhou will rely on the national-level bulk solid waste base in the Luoyuan Economic Development Zone to encourage scrap steel processing enterprises to enter the park and build the Luoyuan scrap steel processing and utilization industrial base; promote the construction of the Hongmiaoling and Hongmiaocun circular economy industrial parks to enhance the recycling and processing level of low-value waste plastics and waste glass in the main urban area; continue building the green industry in Fuzhou New Area to create a waste textiles processing and utilization base in the Binhai New Area; and accelerate the construction of the Fuqing Circular Economy Venous Industrial Park, advancing projects such as full-category waste materials sorting and processing, waste plastic recycling into synthetic materials, and comprehensive utilization of high-salinity wastewater.

Second-hand goods trading is also an area supported by the plan. Fuzhou encourages the integrated development of internet platforms such as "e Fuzhou" with second-hand trading and the introduction of third-party professional operating merchants. At the same time, it supports automobile sales enterprises and brand 4S stores in carrying out second-hand car recycling and trading, expanding the market scale of Shanggan, Qingkou, Honglu, and others; encourages the renovation and upgrading of home appliance and daily necessities markets in Tingjiang, Kuai'an, Hongshan, and others, pilots trade-in programs for well-known brands, and supports communities in setting up consignment shops for second-hand home appliances, computers, mobile phones, old books, and more.

For the old clothing recycling and second-hand apparel industry, Fuzhou has clearly committed to building a waste textiles processing and utilization base and provides policy support such as community consignment shops, which will bring new infrastructure and market opportunities to the textile recycling industry chain and are worth the attention of practitioners.
